Community Engagement
Hiil Bilaang works closely with local communities to identify their own priorities and to design programs around them. Local ownership is treated as a condition of the work, not a reporting line.
Communities in Southwest State have carried the weight of prolonged conflict, displacement and drought. They also carry a detailed understanding of what would actually help. Engagement begins by taking that understanding seriously, and it continues through implementation so that direction can be corrected by the people affected rather than only by a funding cycle.
How engagement works

Identify priorities together
Community meetings, household conversations and consultation with women’s groups establish what the priorities are before any activity is designed.

Design around those priorities
Program design follows the stated priorities, with local committees involved in decisions about location, timing and who takes part.
- 03
Hand over ownership
Committees, cooperatives and trained facilitators continue the work locally, which is what makes results outlast a project cycle.
