Advocacy and Public Awareness
Practical services change individual lives. Advocacy changes the conditions those lives are lived under. Hiil Bilaang works in public, through community forums, media and sustained campaigning.
Campaign work is designed with elders, religious leaders, teachers and young people rather than aimed at them. That approach is slower at the start and far more durable afterwards, because the people who carry social authority in a community become the people carrying the message.

Access to clean water sits directly on the path of everything else. Where water is distant or unsafe, girls leave school, women lose working hours and health outcomes fall. Hiil Bilaang therefore supports a set of current infrastructure priorities.
